Charles Mill Lake Park Master Plan


Charles Mill Lake Park is situated on 2,000 acres in Richland and Ashland Counties.  Charles Mill Dam is a rolled earth fill dam with an impervious, water resistant, clay core that was constructed in 1935-36 on the Black Fork Creek for the purpose of flood control. The lake has a surface area of 1350 acres, a maximum depth of 24 feet and 34 miles of shore line.  The lake has a horsepower limit of 10 and provides opportunities for sailing, boating and fishing. 

Current Construction

Main Camp Construction- Phase 3

Renovations to the campground at Charles Mill Lake Park are well under way. Construction began in Main Camp and was divided into three phases. Construction is now into Phase 3, which is the southern section of the area. Upon completion, this phase will add 51 RV campsites with concrete pads to the already completed 154 renovated sites added in Phases 1 and 2. In addition, Phase 3 renovations will provide two new restrooms/shower houses, playground, and cluster docks. This project is scheduled for completion in November 2020.

Recent Construction      

Main Camp Construction- Phase 1 

Phase 1 construction at Main Camp includes 79 renovated campsite that offer full hook-up and 50-amp power. A new shower building, and renovation of the large shower building was also completed. Additionally, new fire rings and picnic tables were added to each campsite. These campsites opened in Spring 2019.

Additional improvements to infrastructure were made including the construction of a water tower which rises 150 feet and holds 50,000 gallons of water. This provides improved water pressure throughout the park and both campgrounds. In addition, a waste water treatment plant was constructed, allowing for the development of campsites with full hook-up connections. Several exciting amenities were completed or added in 2018. A new accessible kayak launch was installed at the public boat launch on State Route 430. This launch allows everyone to safely enter and exit a kayak and has been a welcome addition to a very busy launch site. A new outdoor exercise area was constructed at the swim beach. The area is a great compliment to walking or running around the ½ mile outer road loop and will be a part of new wellness events in the future.

Main Camp Construction- Phase 2

Construction on Phase 2 of Main Camp was completed in 2019 with the renovation of the middle section of campsites. This section features 66 sites with full hook-up utilities and 50-amp power. Nine additional tent sites are also included. A new shower building with laundry facilities replaced a restroom-only facility and the existing small shower building was renovated as well.
