Without modernization of the dam system, areas currently protected from flooding will suffer increased damage because of operational restrictions and loss of floodwater storage. Localized flooding also could occur, potentially endangering life and property.

The current design of dams does not allow for control of the quality of released water. Currently, water released many times is high in concentrations of hydrogen sulfide gas due to acid mine drainage. Not only is this a health hazard, but it deteriorates critical infrastructures. Modernization of the system will allow damtenders to greatly reduce the release of hydrogen sulfide, resulting in safer, cleaner water and ensuring the integrity of the system.

Erosion is harming the environment and causing excessive sedimentation build-up in the reservoirs. Without attention to this problem, water quality cannot be maintained and storage capability at the reservoirs is depleted, creating a decreased ability to control flooding of developed areas.
