2009 Malwayne Acres Flood Mitigation Project
General
Problem Description
Malwayne Acres is a residential home development located near Malvern in Carroll County's Brown Township. Significant flooding had occurred in the development in 2004, 2005 and 2008, damaging homes and impacting the health and well-being of the community.
Solution Description
With the assistance of U.S. Rep. Zack Space (D-Dover), Brown Township trustees received a Federal Emergency Management Agency (FEMA) grant of nearly $900,000 to relocate 66 homes from the flooded and damaged Malwayne Acres development. The FEMA grant required a local cost-share match and MWCD's contribution toward the local match made the project possible, as the FEMA grant was set to expire at the end of 2009.
The removal of these damaged homes will restore floodplain storage, positively impacting the quantity and quality of inflow into Bolivar Reservoir.

The site is within half a mile of Sandy Creek as it passes just south of Minerva in Brown Township, Carroll County.
Activity Log
MWCD entered into a project partnership agreement with Brown Township officials in July, 2009.
The project was completed in spring of 2010.
