Dam Safety Assurance
Problem Description
Dover Dam in Tuscarawas County was classified by the U.S. Army Corps of Engineers (USACE) as a Dam Safety Action Class (DSAC) II structure in their nationwide screening of all USACE dams. The dam has been identified as being hydrologically deficient and unable to meet current stability criteria for sliding.
Solution Description
The plan for rehabilitation of Dover Dam consists of two parts. First, stabilizing the dam to keep it from sliding along the riverbed involves installing anchors through the dam and anchoring the stilling basin. Addressing hydrologic deficiency consists of installing a parapet wall and installation of a closure on the left descending bank to hold back and safely pass large flood events. In addition, the installation of bank protection on the riverbanks immediately downstream of the dam will prevent scour and erosion during passage of large flood events.

Activity Log
Temporary anchors were installed through the dam early in 2008 as an intermediate measure to stabilize the structure for low to medium intensity flood events. Construction of a project office was completed in mid-2011 at the USACE Muskingum Area Office. A contract for construction of Phase 1 of the final dam modifications was awarded by the USACE in September of 2010 to Brayman Construction, Inc. A groundbreaking ceremony to mark the beginning of the construction phase of the Dover Dam Safety Assurance Project was held at the dam on October 26, 2010.
Construction activities began in mid-2011 consisting of the preparation of a staging area along the right downstream abutment and installation of a temporary working platform across the lower part of the ogee spillway.
