 Current MWCD Staff: John M. Hoopingarner, Executive Director/Secretary As the executive director/secretary, John M. Hoopingarner holds what generally can be considered the most visible position in the MWCD organization. He routinely serves as the source of official news and information from the Conservancy District, actively participating in public relations and civic affairs as the representative of the MWCD. Hoopingarner performs a mix of mandated and generally expected duties on a daily, weekly and yearly basis. He performs the responsibilities of secretary of the Conservancy District as detailed by law in the Ohio Revised Code Chapter 6101 and executive director in accordance with the bylaws of the MWCD. He also advises the Board of Directors and Conservancy Court on such matters. He also directly supervises the performance of several MWCD staff members, including the manager of operations, chief engineer and treasurer. His role also is to administer and coordinate the development of Conservancy District policies, rules and regulations. Besides these duties, Hoopingarner oversees the MWCD's involvement in the operation and maintenance of Atwood Lake Resort and Conference Center through its contract with Boykin Management Company.
